He is great, sure.
I'm not an expert so this is only personal taste, maybe is what I "feel". What I like the most is a bass that is always "carrying the weight" of the song but is not too noisie: Ian Hill, or just the extreme long and strong bass sound, that's Butler.
IMO Cliff is in the middle that's why he is not im my top list
